WhatsApp API Messaging Limits
Tier 1, 2, 3 & Unlimited Explained 2025

Every new WhatsApp Business API account starts at Tier 1 — 1,000 business-initiated messages per 24 hours. As your volume grows and quality stays High, Meta automatically upgrades you. Here's exactly how the tier system works and how to reach Unlimited as fast as possible.

The 4 messaging tiers

WhatsApp API messaging limits — Tier 1 to Unlimited

Every WhatsApp Business Account starts at Tier 1 and can progress to Unlimited. The tier determines how many unique users you can send business-initiated messages to in a rolling 24-hour period. Receiving messages is always unlimited.

Tier 1
1K
unique users / 24 hrs
Starting tier for all new WABAs. Automatic upgrade after 7 days of consistent sending above the limit.
Tier 2
10K
unique users / 24 hrs
Reached after consistently sending at near-tier-1 volume with High or Medium quality rating.
Tier 3
100K
unique users / 24 hrs
High-volume businesses. Requires sustained sending at Tier 2 volume with High quality rating.
Unlimited
unique users / 24 hrs
No daily cap. Available after consistently reaching Tier 3 limits. Requires verified business and High quality.

⚠️ Messaging limits apply to business-initiated messages only. If a customer messages you first, you can reply unlimited times within the 24-hour service window — with no template required and no limit counting.

How to upgrade your tier

Tier upgrade process — how Meta evaluates your account

Meta automatically upgrades tiers based on two factors: sending volume and quality rating. You cannot manually request a tier upgrade — it's algorithmic. Here's exactly how it works.

ConditionWhat happensTimeframe
You send to ≥50% of your current tier limit for 7 consecutive daysMeta automatically upgrades to the next tier7 days of consistent sending
Your quality rating drops to LowTier may be reduced. Sending may be temporarily pausedImmediate
Quality rating recovers to High/MediumPrevious tier restored or upgrade resumes7-day review period
Your business is verified on Meta Business ManagerTier 1 → Tier 2 upgrade acceleratedAfter verification is approved
You receive excessive blocks or spam reportsTier reduction and possible WABA restrictionImmediate to 24 hours

💡 The fastest path to Tier 2+: Complete Meta Business Verification first (Business Manager → Business Info → Verify). Verified businesses upgrade faster. Then send consistently to opted-in contacts with relevant messages. Never purchase WhatsApp number databases — this is the single fastest way to destroy your quality rating.

Quality rating

WhatsApp quality rating — what it is and how to keep it High

Your quality rating (High, Medium, Low) is determined by how recipients respond to your messages. It directly controls your tier and your ability to send. Meta does not disclose the exact algorithm, but these factors are confirmed:

✅ Improves quality rating

  • High message open rates (above 70%)
  • Low block rate (below 2%)
  • Low spam report rate
  • Sending only to opted-in contacts
  • Relevant, expected message content
  • Quick response to customer replies

❌ Damages quality rating

  • High block rate (above 2%)
  • Spam reports from recipients
  • Sending to unverified or purchased lists
  • Irrelevant content (wrong audience)
  • Not honouring STOP/unsubscribe requests
  • High volume of unread messages
FAQ

Common questions

Can I manually request a tier upgrade from Meta?
No — tier upgrades are fully automatic and algorithmic. Meta monitors your sending patterns over a rolling 7-day window. Send consistently at or near your tier limit with a High quality rating, and the upgrade happens automatically. There is no form, no support ticket, and no Meta contact for tier upgrades.
How do I check my current WhatsApp messaging tier?
In Meta Business Manager → WhatsApp → Phone Numbers → your number → Quality Rating tab. This shows your current tier, quality rating (High/Medium/Low), and a rolling message count. WA.Expert's dashboard also surfaces this data in the Account Health section.
What happens if I exceed my messaging tier limit?
Meta pauses outbound sending until the 24-hour window resets. Queued messages in WA.Expert are held and sent when the window resets. You do not lose messages — they're delayed. Plan large campaigns to spread over multiple days if you're approaching your tier limit.
How long does it take to go from Tier 1 to Unlimited?
Typical timeline for an Indian business with a clean sending history: Tier 1 → Tier 2: 2–4 weeks (with consistent sending and verified business). Tier 2 → Tier 3: 4–8 weeks. Tier 3 → Unlimited: 4–12 weeks. Total: 3–6 months from new WABA to Unlimited. Businesses that start with a purchased or dirty list take significantly longer or get stuck.
