As well as the Mini App builder, you can create a native flow directly in WhatsApp Manager and send it to users. This is the Meta-side route to the same in-chat form experience.
Use WA Manager when you want to author the flow in Meta's own tooling, or when a template requires a flow created there. For most cases the in-platform Mini App builder is faster and keeps everything in one place.
