Registration or migration can fail for a few predictable reasons. Work through these before retrying.
The number is still attached to another provider, so Meta will not move it. The two-factor PIN is wrong or unknown. The number is still on the WhatsApp app, so it cannot register fresh. Or the OTP step did not complete.
After deleting a number from the WhatsApp app, wait a full two hours before registering it on the API, or registration will fail.
